From 1998 to 2015, the National Election Committee (NEC) was established according to the law on the Election of Members of National Assembly adopted in 1997 and law on Amendment of this law.
From 2015 to present, having the election reform, new NEC was established according to the law on Organization and Functioning of National Election Committee adopted in 2015.
The NEC is an organization whose jurisdiction is to organize, prepare, and manage the Election of Members of the Senate and the Election of Members of the National Assembly as well as other elections as determined by laws.
The NEC shall independently and neutrally implement its jurisdiction to ensure a free, fair, and just election in accordance with the principles of multi-party, liberal democracy.
- 1998 - 2002: NEC was composed of eleven (11) Members, (Khmer dignitaries representing citizen, political parties which had seats in the National Assembly, the Ministry of Interior and civil societies), and had organized the Election of Members of National Assembly 1998 and the Commune Council Election 2002.
- 2002 - 2006: NEC was composed of five (05) members, as Khmer dignitaries, not representing political party and had organized the Election of Members of National Assembly 2003 and the Election of Members of the Senate 2006.
- 2006 - 2015: NEC was composed of nine (09) members, as Khmer dignitaries, not representing political party and had organized the Commune Council Election 2007, the Capital/Provincial/Municipal/District/Khan Council Election 2009, the by-election of Khan Por Senchey Council 2011, the Members of Senate Election 2012, the Commune Council Election 2012, the Election of Members of National Assembly 2013 and the Capital/Provincial/Municipal/District/Khan Council Election 2014.
- 2015 - Present : The NEC is composed of nine members. Four members shall be selected by the party leading the Royal Government, four other members shall be selected by the parties having seats in the National Assembly but do not join the Royal Government, and one member is chosen upon the approval between all parties having seats in the National Assembly. NEC has prepared a new voter list 2016 based on the computer system and has been organizing the Commune Council Election 2017.
