Press Release: Outcomes of the National Election Committee’s Meeting on 21st July, 2026

On the morning of Tuesday 21st July 2026, at 9:00 A.M, at the Meeting Hall of the National Election Committee (NEC), a meeting was held under the presidency of His Excellency Prach Chan, Chairman of the NEC, to review and decide on the minutes of the previous NEC’s meeting, documents relating to the recruitment examinations of short-term contract officials and educational video materials produced for dissemination for voter lists revision and voter registration 2026.


Upon hearing the reports of the NEC Secretariat General’s technical units on the documents included in the agenda, the NEC meeting carefully reviewed and discussed each document, revised certain wording, added some content, and reached the following decisions: 

Agenda 1: The NEC approved the minutes of the NEC meeting held on 2nd June 2026. 

Agenda 2: The NEC meeting discussed, revised the content, and approved the documents relating to the recruitment examination of 555 short-term contract officials to serve at the 25 Provincial/Capital Election Secretariats (PESs) for the implementation of the voter lists revision and voter registration 2026. The approved documents include: 
- Notice on the Recruitment Examination of Short-term Contract Officials for the following positions:

  • Master Trainers 
  • Administrative Assistants
  • Accounting Assistants
  • Operations Assistants
  • Legal Services and Disputes Assistants
  • Secretaries 
  • Computer Operators
  • Drivers

- Notice on the Recruitment Requirements
- Guiding principles for the Recruitment Examination Procedures
- Notification to Chiefs of the Provincial/Capital Election Secretariats
- Decision on the Establishment of the National Recruitment Commission
- Decision on the Establishment of the Central Recruitment Sub-Commission 

- Decision on the Establishment of the Correction Sub-Commission
- Decision on the Establishment of Sub-Commissions for the Distribution and Receipt of Application forms
- Internal Regulations for the Recruitment Examination
- Examination Schedule for the Recruitment of Provincial/Capital Election Secretariat Officials.


Agenda 3: The NEC meeting has discussed, revised, and decided on documents related to the recruitment of members of the Voter Registration Team (VRTs), who will serve as short-term contract officials in the 1,652 Communes/Sangkat throughout the 25 Capital and Provinces. A total of 3,904 members of the Voter Registration Team for the voter lists revision and voter registration 2026, which include the following documents:

- Notice on Recruitment for dissemination on social media;
- Notice on Recruitment Requirements;
- Lists of communes/Sangkat of Capital/Provinces, to recruit 4 members of VRTs; 
- Guidance on the examination procedures including the QCM and computer test;
- Decision on the Establishment of National Recruitment Commission;
- Decision on the Establishment of Coordination and Supervision Sub-commissions;
- Decision on the Establishment of Recruitment Sub-commissions at the Capital & Provincial Level;
- Decision on the Establishment of Correction Sub-commissions;
- Decision on the Establishment of Sub-commissions on Distribution, and Receipt of Application Forms, and Organization of Examinations in the Municipalities, Districts, and Khan;
- Internal Rules for the Examinations;
- Notification to the Chiefs of Provincial/Capital Election Secretariats (PESs) about the Recruitment of Members of Voter Registration Team (VRTs);
- Notification to the Chiefs of Provincial/Capital Election Secretariats and Chiefs of Commune/Sangkat Councils (CSCs) requesting for the designation of Commune/Sangkat Clerks as Deputy-Chiefs of Voter Registration Team (VRTs);
- Examination Schedule for the Recruitment of Members of Voter Registration Teams for the Voter Lists Revision and Voter Registration 2026. 


Agenda 4: The NEC meeting has reviewed and discussed about the short story educational videos that had been produced, including short story educational videos, animated videos, and music videos, for distribution during the voter lists revision and voter registration 2026. The NEC meeting revised and agreed as follows:

* The short story educational videos titled:
- Short Story 1: “Updating biometric data in the voter lists”
- Short Story 2: “Changing polling stations”
- Short Story 3: “Youth and the Preliminary voter lists revision”.

* The animated videos titled:
- Short Story 1: “Documents used during voter registration”
- Short Story 2: “A distant hometown and voter registration”
- Short Story 3: “Be cautious about a wrong name on the preliminary voter list”.


* The music videos titled:
- Song 1: “Let’s go to check the official voter lists 2025”
- Song 2: “We reach the voter registration age”
- Song 3: “The importance of displaying the preliminary voter lists”.


Agenda 5: The NEC meeting discussed the use of identity certificate and the certificate of accuracy of personal identity data issued by the General Department of Identification of Ministry of Interior as documents serving for voter registration and elections. After having discussed about the regulations and procedures for voter lists revision and voter registration, the NEC meeting decided not to use the above-said two documents for the voter lists revision and voter registration in 2026, but the technical units of the NEC General Secretariat should study further so that they can use the said documents in the upcoming elections.


The NEC meeting was concluded by His Excellency Prach Chan, Chairman of the NEC, at 12:00 P.M. on the same date.
